Is a boarding ladder enough for crew-overboard recovery?

No. A ladder only helps if the person can reach and climb it. Match recovery gear to freeboard, crew strength, and the lifejacket/tether system actually used aboard.

Where should emergency boarding gear be mounted?

Put it where a person in the water can deploy or reach it. Test the location from the water, not only from the dock.
